PA House passes legislation authorizing Corrections to establish a Medicaid reentry program

HARRISBURG, July 2 – State Rep. Tim Briggs, D-Montgomery, today announced the passage of H.B. 2429, legislation to authorize the Pennsylvania Department of Corrections to establish a Medicaid reentry program for incarcerated individuals scheduled for release and reentry into their communities.
"H.B. 2429 ensures that individuals transitioning back to our communities will have access to substance use disorder treatment and case management services prior to their release,” Briggs said. “This is a crucial step in supporting their continued recovery."
Briggs said about 80-85% of incarcerated individuals struggle with substance use issues, which often is the contributing factor to their imprisonment. These individuals have their medical assistance suspended during their time in prison, which places the burden of treatment and medication costs on the DOC. This suspension of benefits leads to delays in access to essential care upon their release.
The program authorized by this legislation would be available to counties that choose to opt in and provide transitioning individuals with support to continue their recovery process.
"This bill will undoubtedly reduce recidivism and help make our communities safer,” Briggs said. “Ensuring that individuals have access to the care they need during their transition back into society is not just beneficial for them, but for all of us.
“The passage of H.B. 2429 marks a significant step forward in addressing the challenges faced by incarcerated individuals with substance use disorders, facilitating a smoother transition back into society, and enhancing public safety.”
