Rep. Andre D. Carroll's Biography

Andre D. Carroll was elected to serve as state representative for Pennsylvania’s 201st Legislative District in a special election held on September 17, 2024.

The 201st Legislative District covers northwest Philadelphia and encompasses the neighborhoods of Germantown, Logan and West Oak Lane. Andre has spent his entire life in the district and was born and raised in Germantown.

Andre is the product of the war on drugs, as his father has been incarcerated since he was born and his mother has struggled with addiction since before he was born. He was raised by his grandmother, is a proud product of Philadelphia Public Schools and understands what it means to grow up in a neighborhood that’s been left behind for way too long.

Prior to becoming a state representative, Andre has worked as an educator for the Philadelphia education system, worked at the Philadelphia Controller’s Office where he created a financial literacy program for high school students, and worked for PA State Senator Anthony H. Williams, helping connect constituents to resources.

Andre also sits on the board of The Brothahood Foundation, which serves incarcerated juveniles facing adult criminal charges, and he serves on the Philadelphia District Attorney Youth Aid Panel, which helps prevent juveniles from getting a criminal record after being arrested.

While serving as state representative, Andre looks to tackle issues such as criminal justice reform, health care, education, environmental justice, worker’s rights and housing.
