NEWLY LISTED PROGRAMS Commission on Crime and Delinquency: Nonprofit Security Grant Fund Program Who May Apply : Applicant must be a nonprofit organization based in the Commonwealth designated as a 501(c)(3) and principally serve individuals, groups, or institutions that are included within a bias motivation category for single bias hate crime incidents identified by the Federal Bureau of Investigation in its Hate Crime Statistics Publication under the Uniform Crime Reporting program. Use : Eligible expenses include, but are not limited to, safety and security planning, purchase of safety and security equipment, purchase of security related technology (metal detectors, protective lighting, deadbolts, etc.), safety and security training, upgrades to existing structures that enhance safety and security, and more. Josh Shapiro signed H.B. 816 (now Act 43) into law, requiring tow truck operators in Philadelphia to take photographic evidence of the violation for which they are towing or removing a vehicle. “I am pleased to see this commonsense measure signed into law,” state Rep. Jose Giral, D-Phila., said. “This will benefit everyone involved, the courts, drivers and towing companies, and will ensure greater accountability and transparency in our city.” In Philadelphia, vehicle owners are allowed to provide evidence to the parking hearing examiner that their vehicle was towed unreasonably or unlawfully and avoid paying the associated fees, Giral said. However, without clear evidence of a violation, it’s difficult for the vehicle owners to prove their innocence, and this will change that for the better. Read more

 

Giral legislation honoring Borinqueneers included in transportation bill headed to governor’s desk

HARRISBURG, July 3 – The Pennsylvania House of Representatives today passed comprehensive transportation-related legislation ( H.B. 2301 ) that includes language from a bill sponsored by state Rep. Jose Giral, D-Phila., that would allow recipients of the Borinqueneers Congressional Gold Medal to apply for special state license plates designating their vehicles as belonging to honored veterans. “The Congressional Gold Medal is one of the highest awards the United States bestows, and only a handful of military units have ever received this award,” Giral said. “It’s only right that we honor the distinguished recipients of the Borinqueneers Congressional Gold Medal with a special registration plate. They made great sacrifices for our country and deserve to be recognized and commemorated.” The bill now goes to Gov. Josh Shapiro’s desk for his signature. Read more

 

Removing dangerous drugs from our streets

This week the House passed legislation I co-sponsored that would help get the powerful animal tranquilizer xylazine off our streets. As we’ve seen in Philadelphia, the drug is finding its way into illicit drugs being sold in the city, and it is contributing to an alarming number of overdose deaths. Xylazine has a legitimate use. It is a prescription sedative used by veterinarians to safely handle and treat the farm animals, wildlife, pets and zoo animals under their care. Read more

 

Giral statement on Kensington ‘encampment resolution’

Jose Giral, D-Phila., released the following statement today regarding the city’s closure and cleanup of Kensington Avenue from East Orleans Street to Allegheny Avenue. “I want to thank Mayor Cherelle Parker and her administration for taking into consideration the wants and desires of our Kensington community. And I’d like to thank the behavioral health and social service workers, city workers and the Philadelphia Police Department for their efforts in the cleanup. Many in the community have expressed to me that this is the kind of direct action the city government needs to take so that Kensington can shake off the cobwebs and once again thrive. “It’s my understanding that in the lead up to the cleanup, the city made sure to communicate that there would be ample resources — like spaces in recovery houses, treatment facilities and shelters — that would be made available on the ground in real time. “Today was a positive step for our community and for getting the individuals who have been on Kensington Avenue the assistance and care they need.” Read more

 

Giral applauds over $650k in school safety grants awarded to area schools

PHILADELPHIA, April 29 – State Rep. Jose Giral, D-Phila., applauded the more than $650,000 in competitive school safety and security grants recently awarded by the Pennsylvania Commission on Crime and Delinquency and Gov. Josh Shapiro to two local schools. The schools that received grants are Community Academy of Philadelphia Charter School, which received $312,200; and Esperanza Academy Charter School, which received $353,611. “Pennsylvania students deserve a safe and healthy environment where they can learn with ample support and without fear,” Giral said. “And parents deserve the peace of mind that their children are safe and secure when they are at school. These grants are a piece in the puzzle toward ensuring that every school student in our commonwealth is safe and in the best possible position to succeed.” The grants will go toward improvements in safety, security and mental health support for students and staff. Khan to introduce bipartisan legislation to assist small businesses impacted by natural disasters

HARRISBURG, March 22 – State Rep. Tarik Khan, D-Phila., announced that he plans to introduce legislation with a bipartisan group of legislators to assist small businesses that are affected by natural disasters. Khan said he will be joined by state Reps. Jamie Flick, R-Lycoming/Union; Mary Jo Daley, D-Montgomery; Jason Ortitay, R-Washington/Allegheny; and Jose Giral, D-Phila, in introducing the legislation. the legislation would create a Small Business Catastrophe Savings Account, which would allow for small businesses to deposit pre-tax dollars into a specially designated savings account. Small businesses would be able to deduct this amount from their taxes; however, they would only be permitted to use these funds to help recover from a natural disaster when their insurance claim does not cover the full cost of rebuilding. If the small business needs the money in the future for another unrelated reason, the money could be withdrawn, but the business would need to remit all taxes owed. “Small businesses are the backbone of our local economies, and we must do all that we can to ensure a natural disaster -- that they have no control over -- does not completely upend their business,” Khan said. “This legislation is fair and gives these businesses the opportunity to be better prepared financially in the case of one of these catastrophes.” The lawmakers expressed their belief that allowing Read more
